Preocupado com as mudanças climáticas, o mundo caminha a passos largos para uma economia de baixo carbono. Nesse cenário, o mercado de Créditos de Descarbonização (CBios), instituídos pela Política Nacional de Biocombustíveis (RenovaBio), está crescendo.
Criado pelo governo federal em 2017, o programa obriga as distribuidoras de combustíveis fósseis a comprar e aposentar os títulos gerados pelas produtoras de biocombustíveis como forma de compensar suas emissões de Gases de Efeito Estufa (GEE). Cada CBio equivale a uma tonelada de poluentes emitidos que deixa de ser lançada na atmosfera.
Dados recentes da União das Indústrias de Cana-de-Açúcar (Unica) revelam que a quantidade de CBios disponíveis para negociação na B3 alcançou 6,1 milhões no final de janeiro. O resultado é a soma do saldo excedente de 2020 com os títulos registrados no primeiro mês de 2021, o que representa 25% da meta de 24,86 milhões que as distribuidoras devem cumprir neste ano.
No ano passado, o primeiro de vigência do RenovaBio, foram gerados mais de 18,5 milhões de CBios, superando a meta de 14,89 milhões, dos quais 14,61 milhões foram aposentados (saíram de circulação). Cerca de três milhões, aproximadamente 18% do total, foi proveniente do etanol produzido nas 34 usinas sócias da Copersucar, certificadas no programa em 29 de junho.
O valor dos títulos, que no início da comercialização, em junho de 2020, era de R$ 20, chegou a R$ 70, mantendo-se em torno de R$ 40 durante o ano. “Sem dúvida, é um mercado competitivo e muito promissor, que vai se ajustando à medida que cresce a participação das distribuidoras”, avalia o chefe da mesa de commodities do banco Santander, Boris Gancev. “A expectativa é melhorar ainda mais em 2021, pois haverá mais oferta de CBios no mercado.”
A instituição, que firmou contrato com a Copersucar para escriturar os CBios emitidos pelas usinas sócias ainda no lançamento da safra 2019/2020, hoje é responsável por quase 80% das escriturações no mercado.
Usinas melhoram Nota de Eficiência Energético-Ambiental
A Copersucar está apoiando suas associadas produtoras de etanol no aperfeiçoamento da gestão dos indicadores ambientais do RenovaBio, para que melhorem a Nota de Eficiência Energético-Ambiental (NEEA) na recertificação da Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP), o que dá direito a emitirem e comercializarem mais CBios.
“O RenovaBio estimula melhorias de gestão, de rastreabilidade do produto e de aumento dos investimentos em tecnologia, tornando todo o processo produtivo mais eficiente”, pontua a gerente de Sustentabilidade e Meio Ambiente da Copersucar, Monica Jaén. “Isso é positivo para as usinas, a companhia, a sociedade e o país, pois a redução de emissões poluentes, além de melhorar a qualidade do ar, contribui para que o país cumpra os compromissos assumidos no Acordo de Paris”, analisa, referindo-se à Conferência das Nações Unidas sobre Mudanças Climáticas de 2015, a COP-21, realizada na capital francesa.
A COP-26, agendada para o início de novembro, em Glasgow (Escócia), deve aprofundar a regulação da precificação do carbono no mercado futuro, tornando o carbono uma commodity global.
